“MANDATED” IDENTITY THEFT PREVENTION POLICY – PROGRAM:
Effective November 1, 2008 the City of Winnemucca Sewer and Water Department will require the presentation of a valid form of identification from the person or persons who are establishing, for the first time, a sewer/water account. Accepted forms of identification are a valid driver’s license, resident alien card, employer identification card, voter registration card, birth certificate, or passport. Because of this requirement, applications will no longer be accepted by telephone or fax. This new procedure is mandated by the Federal Trade Commission through the “Identity Theft Red Flag Rule.” The ruling requires utilities to develop an “Identity Theft Prevention Program.” The program consists of methods to detect “red flags” when accounts are fraudulent, to refer to procedures to prevent the establishment of false accounts, to ensure existing accounts are not being manipulated, and having the procedures in place to respond to identity theft. THE PRIMARY PURPOSE OF THE RULE IS TO PROTECT AGAINST THE ESTABLISHMENT OF FALSE ACCOUNTS AND ENSURE EXISTING ACCOUNTS ARE NOT BEING MANIPULATED. The City of Winnemucca is charged with providing sewer and water utility services to the community under the provisions stated within Winnemucca Municipal Code (WMC) Title 13 – – Sewer, Chapter 13.04 and Water, Chapter 13.08. Sewer and Water usage fees are billed according to the fee schduled approved by the City Council. The sewer fee is based on a monthly flat fee per billing cycle per household. The water fees are charged a specific amount per every 1,000 gallons of water used per billing cycle. Utility usage fees are billed accordingly into four (4) different zones, with Zone One (1) billings created the first Friday of each month, Zone Two (2) billings created the second Friday of each month, Zone Three (3) billings created the third Friday of each month, and Zone Four (4) billings created the fourth Friday of each month. Utility services can be paid for through a variety of options. Payments can be made in person at City Hall within the various days and hours listed above. The City accepts VISA, MASTERCARD, DISCOVER, AND AMERICAN EXPRESS. Credit card payments can be made over the phone, in person, on the City’s website, or by completing the back side of your statement remittance with the necessary information and mailing it in to us. The City now processes credit card payments through Xpress Bill Pay. You may manage your utility account through Xpress bill pay. This site offers customers the ability to sign up for paperless billing, set up reoccurring payments, view utility history, etc.
As a reminder, if you are a new utility customer and have never signed up for service with us, the following is required:
An application must be completed at City Hall in order for us to obtain specific billing information and to place your signature on file for our records as well as a copy of some form of identification of the person or persons responsible for the account. A deposit is required if you have never had service with us before. However, if you have a previous record with us in good standing, the deposit can be waived. The deposit can also be waived if you can provide a “letter of credit” from another utility stating you were in good standing with that utility company for a minimum period of one (1) year. If you are required to pay the deposit, it will be credited against your account after one (1) year of service with us, provided you have paid your account in a timely manner. If you should turn your service off before the one (1) year period, the deposit is credited against any outstanding balance you may owe at the scheduled shut-off date, and the remainder will be refunded to you within 30 days.
